And yet on Saturday, his sister, Nicole Kushner Meyer, was in Beijing making a sales pitch to wealthy investors in a presentation where she mentioned her brother and her family's close connections with the president.

Kushner Companies said Monday that the name drop at the event in Beijing on Saturday was not meant to be an "attempt to lure investors" to one of its projects in New Jersey. Qiaowai says on its website (in Chinese only) that the project is the 87th EB-5 project it has marketed in China, and also its second time working with the Kushners.

Chinese citizens have snapped up more than 80 percent of the visas issued under the program since 2011, according to Invest in the United States of America, an industry association, and there's a huge backlog of applications.

Kushner had been running the family business until he went to the White House in January as a senior adviser to the president. A 2013 Homeland Security Department investigation cited risks that Iranian intelligence operatives may have exploited the program, and the United States Citizenship and Immigration Services found numerous fraudulent documents when it audited a sampling of investors' green card applications.

"Invest early, and you will invest under the old rules", one speaker said, according to the Washington Post, which first reported about the event, referring to the possibility that the Trump administration might alter the rules of the EB-5 program and make it more hard to acquire the visa. On Saturday, Meyer spoke at a similar promotional conference in Beijing, details of which were first reported by the Washington Post and the New York Times.

In 2015, the Government Accountability Office warned that the program could not reliably catch fraud by visa applicants who bought into the program with money obtained through drug trade, human trafficking, or other criminal activities. "The potential investors were advised to invest sooner rather than later in case visa rules change under the Trump administration", they add.

Kushner has previously raised $50 million from the program to help finance construction of Trump Bay Street, a 50-story apartment building in Jersey City, according to a Bloomberg report.
