Tillerson: US still will cut emissions despite Paris pullout

President Trump announced the United States' withdrawal from the Paris agreement in a speech from the White House Rose Garden Thursday afternoon. Jerry Brown said, blasting the decision as "deviant behavior from the highest office in the land".

During Trump's speech Thursday, he claimed that US contributions to the Green Climate Fund - a pool of money the United Nations uses to help countries implement clean energy tech - and other environmental initiatives have placed a "draconian" burden on the United States.

Connecticut Gov. Dan Malloy and Virginia Gov. Terry McAuliffe also expressed interest in joining the new pact.

The new coalition says it will do whatever it takes to maintain the US's role in the accord, aiming to reduce national emissions 26% below 2005 levels by 2025.

Trump's rash decision creates the opportunity for India to lead the world in climate reduction.

Trump vowed during his campaign to pull the United States out of the Paris deal, arguing the pact would cost the United States trillions of dollars, kill jobs, and stymie economic growth without providing tangible benefits.

If enough people hop on board-and it certainly looks like it's possible-it may not matter what Trump says or does internationally.

"We're getting out", he added, "but we will start to negotiate and we will see if we can make a deal that's fair".

Republican politicians and representatives of the coal industry cheered Trump's action.

Major companies from Exxon to Google to Apple are all supporting the Paris Agreement and taking voluntary steps to reduce emissions.

The deal itself, which sets out the goal of limiting emissions of planet-warming greenhouse gas emissions, is binding under worldwide law.

Specific targets haven't been set for each state.

Trump attributed his decision of pulling out from the agreement to alleged unfair conditions imposed on businesses and US workers. At home, Brown is battling to reauthorize a cap-and-trade program that expires in 2020, a key piece of his political legacy.

Japan's Foreign Ministry said in a statement earlier Friday that the decision was "regrettable" but hoped to explore ways to cooperate with Washington to address climate change issues.

Trump also failed to acknowledge that India's per capita carbon emissions are a mere fraction of the US's, or almost 300 million people in India still live without reliable access to electricity, while misstating that India's participation in the accords was contingent on receiving "billions and billions and billions" of dollars in aid.
