North Korea is barred under United Nations resolutions from any use of ballistic missile technology but six sets of United Nations sanctions since Pyongyang's first nuclear test in 2006 have failed to halt its drive for what it insists are defensive weapons.

During a bilateral meeting with US Secretary of State Rex Tillerson, he said that "thoughtless pressure and sanctions are not a solution" on the North Korean nuclear issue.
"We will be monitoring that carefully and certainly having conversations with any and all that we see who may not be fully embracing not just the spirit of those sanctions but the operational execution of those sanctions", Tillerson said.
Also attending the forum, the regime's foreign minister, Ri Yong Ho, said North Korea would "under no circumstances" negotiate away its nuclear weapons capability and ballistic missiles.
According to Yonhap news agency, the sides exchanged views regarding the development of the North Korean nuclear and missiles programs, as well as the latest UN Security Council resolution tightening sanctions against Pyongyang.
The sanctions, which target North Korea's foreign currency earnings, ban its exports of coal, coal, iron, iron ore, lead, lead ore and seafood.
Tillerson's remarks might be an attempt to try another tack by the United States, which also has tried to get Pyongyang's ally China to use its influence to prevent North Korean leader Kim Jong Un from building a nuclear arsenal.

Within the framework of the resolution, the United Nations members would not be available to open joint ventures or cooperative entities with North Korean entities or individuals, as well as not to increase the number of North Korean workers already engaged in the projects on the territories of the member states.
In a statement to the Manila forum on Monday, Pyongyang said it would never place its nuclear program on the negotiating table as long as the United States maintained a hostile policy against the North.
"Unfortunately, it was not that North Korea responded to my statement".
Wang did not disclose what Ri had told him during their meeting.

The U.S. drafted the sanctions resolution and negotiated it with China following North Korea's unprecedented test of an ICBM in July and a follow-up test weeks later.
The meeting comes as the US and Asian nations join together to try to step up Pyongyang's economic and diplomatic isolation.
